EU citizen registration certificate: requirements and documents
How to apply for the EU citizen registration certificate: work, studies or resources, health insurance, EX-18, documents and appointment.
Assess my caseThe EU citizen registration certificate proves registration of EU, EEA or Swiss citizens residing in Spain in the specified cases. It is known as the “green certificate” or colloquially “green NIE”, although the NIE number and registration are different concepts.
Who must register
If you will reside in Spain for over three months, check registration conditions under free-movement rules. Under the applicable legislation, the application is submitted within three months of entry.
This certificate is for the European citizen. Family members without those nationalities should check the EU citizen family-member card or the specific authorisation that applies.
Requirements for your circumstances
- Employment: employment, contract or registration documents proving the activity.
- Self-employment: relevant activity and registration documents.
- Own resources: sufficient resources and adequate health insurance to avoid becoming a burden under the legal conditions.
- Studies: enrolment at a recognised institution, health coverage and resources meeting the specified conditions.
Documents vary by route. If you do not work, a passport alone is insufficient: resources and coverage must be justified. Pensioners and those covered by another state should check which document proves healthcare entitlement in Spain.
Documents for the European certificate
Prepare EX-18, a valid passport or national identity document, the fee receipt and evidence of your category. Also check address documents and any additional documents specified by the competent unit.
Declarations and certificates must reflect current circumstances. An old contract or insurance not covering the period may require additional evidence. Keep originals and copies according to official instructions.
Appointment and submission
Apply at the competent Immigration Office or police unit. Select your province’s EU citizen registration appointment and confirm the documents to bring. Do not choose a TIE fingerprint appointment as if it were the same procedure.
Organisation and availability vary by office. Preparing documents before the appointment reduces problems but does not guarantee a uniform delivery time across Spain.
What the certificate proves
It includes the citizen’s details, NIE and registration. It has no photograph and must be accompanied by a valid identity document. It is neither a Spanish DNI nor a card for a non-European family member.
After the required continuous lawful residence period, permanent residence and its certificate may be considered, subject to applicable cases and absence rules. Keep work, coverage and residence evidence to prove the period.
Frequently asked questions about EU citizen registration certificates
Is it a TIE?
No. The European citizen registration certificate and foreigner identity card are different documents.
Do I always need an employment contract?
Not always. Routes based on self-employment, resources or studies have their own conditions.
Does the green certificate identify me on its own?
It has no photograph. To prove identity, use it with a valid passport or national identity document.
